REVENUE GENERATION AND MANAGEMENT IN LOCAL GOVERNMENT SYSTEM IN ANAMBRA STATE

Abstract

The local government, which is the third tier of the government, is basically seen as the bedrock of grassroots development and pivotal to the achievement of socio-economic transformation of nation. This research tries to examine how the local government generates funds and how it is managed to improve the life of its inhabitants. The study reveals that the major source of revenue to local governments in Anambra state are the statutory allocation, which comes from the federal government, taxes/fines, stallage fees, state allocation and grant-in -aids, etc. The researcher however recommend the following:, That statutory allocation both from the federal and state government should be increased in order to improved the revenue base if the local government which will in turn increase the performances of local government which will in turn increase performance of local government Authority. That the local government should create awareness to enlighten the citizens on the importance of payment taxes as their civic responsibilities; That
the policy of using messengers and illiterate people as caretakers to the councils’ sub offices in the communities should be stopped. The local government council should employ qualified personnel’s (staff) for efficient and effective management of its affairs. That the finance and general-purpose committee should consist of people of proven integrity so as to reduce to the bearest minimum the controversies and wrong accusation and counter accusations.
